The appdb has a hack to work around this:
http://appdb.winehq.org/objectManager.php?sClass=version&iId=13739
It hacks ITERATE_Actions to report success in one case, and
hacks ITERATE_StartService to always report success.
Hopefully that narrows it down a bit.
