I have tested again with a clean ~./wine and with theses setups:
- winmerge 2.10 : http://www.winmerge.org/
- XnView : http://download.xnview.com/XnView-win-full.exe

Here are the results :
1/ if setups are stored in ntfs partition, I can't install theses applications
ie the error message appears.
2/ if setups are stored in ntfs partition, and if I launch them from the
command line :
 wine XnView-win-full-fr.exe or  wine WinMerge-2.10.0-Setup.exe
I can't install theses applications ie the error message appears and there is
not any output.
3/ if setups are stored in ext3 partition, it works fine.
4/ if setups are stored in fat partition, it works fine.
5/ if I try to install another applications from setups stored in a ntfs
partition like for example:

- Notepad++ : npp.5.0.3.Installer.exe at this url
:http://sourceforge.net/project/showfiles.php?group_id=95717&package_id=102072
- Top Style Lite : http://www.newsgator.com/download/products/ts3lite.exe
- 7zip : http://www.7-zip.org/
- java jre1.6 u7
- adobe acrobat reader 9

it works fine.

6/ this error also occurs with pspad 4.53 setup (stored in a ntfs partition):
