Wine implements most of Direct3D 9, but d3dx9_27.dll is an utility dll on top
of d3d9 that's mostly unimplemented in Wine at the moment. Typically
applications should install this dll as part of their installation, but some
applications don't, and sometimes the installer doesn't work. IIRC newer
versions of the DirectX runtime installer need some things from fusion.dll that
we don't implement yet.
