This issue affected NoteTab Pro, Standard, and Light, in teh last few betas
before Wine 1.0.0. 

It has come back in Wine 1.1.3 and 1.1.4 on all Distributions of Linux.

NoteTab is a Delphi application. The developer tells us that Delphi
applications draw a hidden Window, and that this is what we are seeing.

We get a second "Title Bar" when restore after minimizing. Clicking X to close
on either title bar works.
