I've spotted in when I was installing a game (I was scrolling license window),
but yes, WINE wordpad have the same issue. Just open it, hit enter and hold it
until you'll see the scrollbar to the left. When over a scrollbar, the cursor
remains as:

Instead of an arrow. It does that even if I'll move the mouse out of
application's window and move it directly over the scroll bar without touch
richedit field.

I can't really tell if it's a regression, because as far as I remember WINE was
always doing that. I am not sure, though.
