I can confirm this behaviour, or at least extremely similar. 

When I start wine on a dual-monitor setup, Wine starts up as the max height res
of screen 1, regardless of the fact that:

1) Screen 2 has a higher res
2) Screen 2 is the primary display
3) Wine is set to start at a higher res (close to screen 2's max)

If I try to increase the window, I get "garbage" on Wine, similar to what's
described by LostAndFound

For reference, this happens with KDE 4.1
