I have also experienced this issue occasionally. However, for me, it occurs
only to a specific set of keys. Furthermore, the set of keys is different every
time I start the game.

For example, I cannot hijack vehicles by pressing the Spacebar key. However, if
I try to change the controls in the Options menu, the Spacebar key works. 

It may be important to note that both, the primary and the secondary key for an
action do not work. For example, you can hijack vehicles with the 'T' key or
the 'Spacebar' key. However, neither works.

Then, if I restart the game, hijacking vehicles by pressing the Spacebar key
works.

Tymoteusz, are you running the game in windowed mode or full-screen mode? I
have been running it in windowed-mode. (I'm not sure whether this would have
any effect.)
