[Bug 16279] Menu shortcuts are created in the wrong place and desktop shortcuts are missing

OK, I cleared all the shortcuts out of /home/test/.local/share/applications,
then I installed WinZip 12.1 (it doesn't actually matter what I choose to
install) and /home/test/.local/share/applications then looks like this:

Now, if you look at the attached screenshots, this creates shortcuts in
Applications-->Other.  I don't think they should be there somehow.
