Program to force the matching of a time zone

Another wilderness:
I created a small test program (source code in bug 19011,
http://bugs.winehq.org/show_bug.cgi?id=19011#c6 . Attached, the compiled
version for easier testing) to "force" the matching of a time zone and maybe
solve the problem.
Not only it didn't solved the issue, but the timezone didn't match ONLY IN THE
PREFIX WITH THE SIMS 3 INSTALLED.
In all other wine prefixes (clean, old, with a lot of programs...), running
this little program made the "fixme:ntdll:find_reg_tz_info Can't find matching
timezone information..." disappear, as it should, except in the prefix with
"The Sims 3" installed!
Can someone test it and confirm this weirdness?
Just run the program in the prefix and the fixme should disappear in all
programs of that prefix.
Backup your registry first!
