confirming. problem is:

ret=01085767
001b:Ret  KERNEL32.FindFirstFileW() retval=ffffffff ret=01085767

After manually creating
\\system32\\CatRoot\\{F750E6C3-38EE1D1-85E5-00C04FC295EE}\
and creating fake oem.cat (touch oem.cat), it gets tiny bit futher but
installation still fails
