Patch: Only initialize SSL_CTX once (try 2)

Could you try this instead?  I'm hoping it resolves at least one source of
crashes, in particular this one:

  1 0x7db1563e NETCON_secure_connect+0x11e() in wininet (0x012fc7b8)

The other type of crash may still appear, as I haven't changed this code at
all, nor do I really understand why it might be crashing:
