You should be able to reproduce the issue by doing the following:

Remove /usr/lib32/wine/winemp3.acm.so

Reinstall your wine package.

Performance will become horrible in oblivion, like 2 fps.

I hadn't considered the possibility that it may have been intentionally removed
by the packager. Quite possible I suppose.
