[Bug 16997] lotro: symbols above NPC's are totally black as is fog

Is there anything else I can do to figure out more about this regression bug ? 
I been looking through the original patch but I dont feel I an knowledge enough
to adjust it to bug hunt.   

Might it have to do with the lightsource since it changes depending on the
angle/location your looking at it (npc stuff of general smoke) ?

Seem the fog or what ever it actually is, is just black and covering the normal
texture of the object. I added a screenshot, it shows in this case the ring
black but flames comming from the ring do show correct.
