Installation of QuakeLiveNP.msi has been successful for me for some time now.
At least for version 1.1.14 and 1.1.15.
So shouldn't this bug be set to closed/fixed now?

There still are problems for me running the Quake Live portal (also in 1.1.14
and 1.1.15) so I have created a new bug report (as I could find an existing
report on the matter) here :
