I had the same problem with wine 1.0.1. Obviously Elster is missing the library
MSVCP60.dll. Elster works if I copy that file frome a windows installation into
the Elster directory.

So, I don't know if this is really a wine bug. Seems more like Elster is
depending on some libarary not provided by it.
