The catroot\<GUID> subdirectory is now created on the first call to
CryptCATAdminAcquireContext. I'm not sure if we still need an oem0.cat
in there but if we do it should probably be a real catalog file because
we're now opening them.

Next problem is a crash in SetupGetLineCount that looks like a corrupted
memory problem.

The other unsubmitted patch in my tree is a fix for sfc. With these two
patches the msi 3.1 installer (bug 10698) claims success, but they are not
sufficient for the xmllite installer that this bug deals with.

I'll attach the patches here.
