Indeed it doesn't properly register codecs. According to logs, it doesn't even
appear to be trying.
The one I have is more like 2 Mb (as opposed to ~300kb in the above one) and
IIRC it was downloaded from http://www.free-codecs.com/
I don't know how safe all these sites are, though. The nonworking one made me
think, how many of these are possibly viruses or troyans? No idea if
www.free-codecs.com is safe.
