I just downloaded a fresh copy of visual c++ express 2005's downloader from
http://download.microsoft.com/download/8/3/a/83aad8f9-38ba-4503-b3cd-ba28c360c27b/ENU/vcsetup.exe
It can't download anything; seems to give up before even trying BITS?

I haven't verified that setup works on windows anymore, fwiw.
