This UTF-8 issue is really annoying and affects not only PM.

Users may also receive partly garbled e-mails generated from AppDB like
follows:
[AppDB] Tests results modified
"What does not work was changed from
'A-A-Need tA-o start using..."

In other words: anything non-ASCII is damaged. In 2009!
