I have run steam/css before on XP and Vista machines for several years and
never encountered this problem. I wonder if this is an update issue: steam
seems to update fine when I delete the clientregistry.blob. Then I start steam
and what I described above happens again. When I delete the .blob file, update
goes to 99%, and steam closes up. 

I would prefer to think this is a Wine issue before giving in to an application
issue, it jsut seems implausible as so many others have gotten steam to work.
