I don't see how it's related to FindFirstFileExW() and fopen() in your
test. Besides, fopen() is not a WinAPI, if you want to write a test -
use the API sequence which leads to the problem.

kernel32 is not supposed to know/parse URI names. As both  Juan and me
pointed out, you need to find out where it comes from.
