I can confirm the bug in Vista mode. The install succeeds in XP mode. This is
the log when run in XP mode, as reference.

In there is:

trace:msi:MSI_ProcessMessage ((nil) 0 10 L"1: SkypeOpenFirewallXP 2: failed to
change firewall settings 3:  ")

So perhaps it's not where the problem is in Vista mode.
