Still an issue with 1.1.16, but after a little more investigation today, I know
more. It is to do with Bridge. The problem occurs only when Bridge is open. The
problem disappears when Bridge is either minimised or closed, so now we have a
workaround.

To summarise, open Photoshop, open any number of images, everything works
normally with images maximised or unmaximised. Now start Bridge. Maximise an
image window in Photoshop and the tools (e.g. marquee, clone, hand, etc. etc.)
no longer work. Unmaximise the image - everything is fine again. Minimise or
close Bridge - everything back to normal.

Since Bridge is a major part of my workflow, I rarely have it closed, hence the
initial confusion as to the nature of this bug.
