I haven't tried the retail version of Witcher: Enhanced Edition (1.4), but the
original Witcher 1.0 has historically had issues with installing
redistributables (ms visual c++, directx) as well on older versions of wine at
least up through and including wine 1.1.18. I did not however experience this
issue with wine 1.1.21. (I did not try 1.1.19 or 1.1.20).
