With wine-1.1.32-260-gf222a16, just running KCPSM3.EXE yields a usage:

KCPSM3  v1.30.      Ken Chapman (Xilinx-UK) 2005

The assembler for KCPSM3 Programmable State Machine

  Program usage....

  kcpsm3 <filename>[.psm]
...

Running KCPSM3.EXE uclock.psm yields:

KCPSM3  v1.30.      Ken Chapman (Xilinx-UK) 2005

The assembler for KCPSM3 Programmable State Machine

PASS 1 - Reading input PSM file

;KCPSM3 Program - Real Time Clock with UART communication.
...

and a bunch of output files related to uclock, so I think it's safe to say that
this bug is fixed.
