I also noticed that loading different types of DLLs fails. Example: starting
TrackMania Nations Forever causes:

err:module:import_dll Loading library d3dx9_30.dll (which is needed by
L"H:\\tm\\TmForeverLauncher.exe") failed (error c0000005).
