Did some testing with Scarlet Weather Rhapsody and native d3d9x_36.dll, and the
RtlpWaitForCriticalSection hang only happens when using Nvidia proprietary
drivers.

With nouveau drivers it gets a bit further, and hangs first after printing the
title screen.

Looks like that site was right in that it is an Nvidia driver bug.
