What I mentioned about a "fix" with winecfg is basically this:

When I can not enlarge the application, I shut down first, then bring up
winecfg, select that application in winecfg and unset the "allow window manager
to control it", then bring up the application and maximize it, then close it,
then in winecfg re-set "allow window manager to control it" for it, then bring
up the application, and it stays maximized.  That is what I meant a "fix"
though it is not really a fix.

However, the above mentioned operation is only effective as a "fix" when I have
no "visual effects" under Gnome.  It does not fix the problem when I have
"visual effects" on, even though unchecking "allow window manager to control
it" in winecfg allows me to maximize the application, but when I re-check
"allow window manager to control it" the application does not stay maximized. 
It does not mean that the problem only occurs when "visual effects" is on. 
When I have no "visual effects" and hit "normalize/maximize" on the
application, it goes to about a quarter of the screen and can not be maximized
again (unless I do the winecfg thing mentioned about).

So I don't believe that this is purely an issue with compiz.  Also keep in
mind, no other native Linux application I could notice does it with/without the
visual effects.
