If this is still an issue could some one provide more details to help isolate
the issue.  

Some things I can think that would help:
Wine versions
Graphical settings from the winecfg tab and any registry changes
Are you using a virtual desktop
Are you attempting to drag the steam window, does the dragging work
Steam versions
Gecko versions
Are you using flash in wine

Any other information that would help reproduce this bug would be handy.
