This bug was first mentioned in the comments of
http://bugs.winehq.org/show_bug.cgi?id=20153 by Steve Caddy (#19 and #20). It
is likely to only affect Visual Basic applications, the problematic code is
located in "dlls/oleaut32/olepicture.c".

I'm writing the corresponding fix and testcase.
