Same problem here as below, however installer *does* creates the required
directory (and files, including vcredist.msi) but is unable to open them:

rr:richedit:ReadStyleSheet ReadStyleSheet: skipping optional destination

fixme:msi:MSI_OpenDatabaseW open failed r = 80030003 for

Once the installer fails these files are deleted. Trying to directly run
vcredist.msi yields the following error

$ msiexec /i vcredist.msi
