[Bug 20404] SimCity 4 (including Rush Hour/Deluxe) fails to start

Purged wine, deleted the .wine directory, deleted the SimCity 4 directory,
started completely afresh, reinstalled SimCity 4 (original) without a problem,
it will not run, instead popping up a dialog box telling me that it would run
in software mode on next run, every time I tried to run the program, regardless
of whatever switches were passed on the command line. Rush Hour reinstalled
fine, but just completely refuses to run.

I'm at a loss, short of a complete reinstall of Kubuntu.
