Some update here.

I just posted first two patches about this problem:

These patches add support to retrieve genitive month names using
GetLocaleInfoW.
When this will get in, will continue with:
- adding name forms to NLS cache;
- use them in GetDateFormat;
- something else like GetAltMonthNames from oleaut32...
