Hi, i can confirm this problem in Sim City 4 Deluxe installer. All the
following versions have same progress bar problem:

0.9.50, 0.9.60, 1.0.1, 1.1.5, 1.1.10, 1.1.13, 1.1.16, 1.1.19, 1.1.22, 1.1.24,
1.1.26, 1.1.28, 1.1.29, 1.1.30, 1.1.31

So it probably never worked.
