Re comment #11: you already know this, but
the purpose of a minimal testcase is not solely to make the
problem obvious, it also makes it tons easier for someone
to write a conformance test that lets us confirm automatically that 
our code conforms to the behavior of the reference implementation, 
so that future changes don't screw it up. 

Anyway, this seems to be affecting newer .net installers of all
flavors, so nominating for wine 1.2.
