Ouch.  It looks like this is NOT a regression, or at least not since 1.1.28.  I
isolated commit 80f02b82d68902f32578a7bcf6cfbaa715b724ce which seems to add the
scroll bars before realising the true problem.


The problem seems very simple, and I've updated the title accordingly (maybe I
have a fidgety mouse):

1. When the mouse moves outside of the Steam html window, the view immediately
scrolls to the end of the html page.

2. When the mouse is not over the Steam browser window, PgUp/PgDown keys do not
scroll the window.  Who knows, maybe this latter is a Steam "feature"?

I'm not sure that this is the whole story (and Steam have kindly updated the
client while I was testing, so maybe something has changed), because I'm not
seeing the flickering between top and bottom of the page that I was earlier.

The scroll bar cursors still twitch from one end to the other every couple of
seconds, but don't think can infer much from that.


Anyhow, not quite such an interesting bug (and I'm not going to go hunting to
find whether it is a regression again, particularly as I don't have a "good"
starting point).
