I just tried with todays (2010-04-15) wine-git and this workaround is no longer
necesserary.

The Steam Beta UI now displays fine in the default Windows XP mode.
Using wine 1.1.40 is still broken so the bug fix is in Wine, not some unknown
update to the steam client.
Wine git from 2010-04-15 has the fix, possible earlier as well.
