Then this is not a .NET Framework/Wine bug but rather a Wine/Mono packaging one
(app works with .NET preinstalled using winetricks). 
Removing 'dotnet' keyword and setting component to "mscoree" to indicate Mono
task.
I hope you don't sabotage second class citizens beyond repair when making the
Mono inclusion move ... ;-)
