Right, then.  I've filed
bug 24017 - workaround: apply patch that implements reg query
bug 24019 - workaround: apply patch that implements
FormatMessage(WSAECONNREFUSED)
bug 24020 - workaround: winetricks vcrun2008
After those, the downloader actually worked.

Thanks again for the hints and encouragement.

Thomas or Wylda, can you verify that these tips get Atlantica's installer
working for you?
