Before filing bugs, you need to test in plain Wine.

That said, I can reproduce this in plain Wine. However, in order to get around
bug 18889 and start Access at all it is necessary to either manually extract
the manifest from acedao.dll or edit msaccess.exe.manifest to remove the
dependency on acedao.dll. That's obviously not the normal way to run the app,
and this bug may be invalid because of it.
