iphlpapi patch against git

I applied the patch manually to git, diffed with the a clean git, and attach
the output. It runs the Watchtower Library 2010, but I wouldn't rush this
upstream. There's an extra 'if' condition in that routine and I would like to
see a Wine coder pass his eyes over it first. Better do it once and do it
right.
