This mean that winecfg should only allow you to seclect 44100Hz or 48000Hz when
you set "UseDirectHW"="Y" or your default device is "hw:0,0"

if your "default" is "plug:dmix" , the default rate is dmix 's default rate
which you can change from 48000Hz to 44100Hz in /usr/share/alsa/alsa.conf

if your "default" is "pulse", you can select any rate supported by the
"alsa-pulse" plugin

since winealsa.drv disable the resampling of "plug" or "rate" plugin only.

you should also notice that when sb16 playback  at 16bits, it can only record
at 8bits.
