This smells like a driver, it's certainly not a hardware limitation. According
to his 3dmark2001 log the driver advertises GL 2.0 and
ARB_texture_non_power_of_two.

I recommend filing a bug against DRI if the issue occurs with the mesa git tree
as well. It will be helpful for the DRI developers if we can isolate the bug
into a stand-alone Linux test app that doesn't need Wine(the 3dmark2k1 binary
blob and 65k lines of wined3d code don't make debugging easier for the driver
devs)
