While the main Steam window doesn't appear to draw, it is retrieving images
from the internet.  These can be found in $\Steam\config\htmlcache and appear
to be the images from the front page of the Steam main window and the 'Steam
News' window that usually pops up.  Deleting these files and running Steam
again will repopulate this folder.  

I spent a couple of hours attempting to track down what was going wrong tonight
and haven't found much, hopefully some one has better luck.
