I've only tested a bit and haven't really looked at how wine accomplishes this
(yet anyway), but it does seem to automatically update win.ini depending on the
current locale. If there's anything wrong with that code or if the real problem
lies elsewhere, though, I don't know.

For reference, what locale is your system currently set to? You can find this
out with the command "locale" (without any arguments).
