[Bug 20110] Visual C++ 2005 Express SP1 install fails

A similar error happens when installing a hotfix on top of
visual studio 2005 trial.  Here's the error message:

err:msi:ACTION_InstallFiles compressed file wasn't extracted (L"C:\\Program
Files\\Common Files\\Business Objects\\2.7\\Bin\\crpe32.dll")
err:msi:ITERATE_Actions Execution halted, action L"InstallFiles" returned 1603
err:msi:ITERATE_Actions Execution halted, action L"ExecuteAction" returned 1603

The hotfix I was trying to install was

(I was trying to install that because the gyp
self-test (see bug 19912) was failing with
the error that hotfix is supposed to fix.)
