This seems to be a regression of sorts:

Before this commit, selecting the complete installation option yields a "Setup
Message" dialog:

"Setup was unable to start DDE communication with the Desktop."

Selecting the Ignore button on this dialog allows the installation to proceed
and to eventually succeed. After this commit, the installer simply fails with
"Microsoft GIF Animator setup did not complete successfully" as reported.
