Windows doesn't know what to do with utf-8. Please don't make assumptions.
Windows' unicode is ucs-2 not utf-8. If you trying to feed utf-8 encoded files
as ASCII to any windows application it won't work.

What exactly the problem? How to reproduce it? Exact steps please.
