In fact I just noticed that the code has been posted on Google Code:
http://code.google.com/p/chaoslauncher/source/browse/trunk
It allows plugins to apply patches to the Starcraft binary before it is started
and even while it is running.  It's the same technique used by the ICCup
launcher.

Please let me know if I should be opening a separate bug for Chaoslauncher.
