patch stubbing CachePolicy

This patch gets it to finish the downloads and show a LAUNCH button, which lets
the actual program start and immediately crash.

Unfortunately, it's a bit complicated to get a working build of mono with the
patch, so I'll have to try to get this fixed in mono for the next 2.6 release.
